Progressive Strategies for the Human Services was founded in 1997 by Jonathan R. Beard, a Washington State Licensed Independent Clinical Social Worker. Mr. Beard works as an Independent Contractor.

Mr. Beard holds a Master of Science in Social Work degree from the University of Texas at Arlington with dual concentrations in administration and planning and mental health. In addition to being an LICSW in Washington State, Mr. Beard also holds the credential of Certified Psychiatric Rehabilitation Practitioner as issued by the United States Psychiatric Rehabilitation Association.

Mr. Beard has been certified as a Case Manager and Case Management Instructor by the Texas Department of Mental Health and Mental Retardation. He is certified as an Investigator by the Council on Licensure, Enforcement and Regulation and has also been certified as a Mental Health First Aid Trainer by Mental Health First Aid-America.

Mr. Beard has worked in New Jersey, Texas, North Carolina and Washington in nonprofit and public sector settings that provide services to/for/with adults with serious mental illness and other co-occurring disorders as a direct services provider and also as a supervisor, manager, senior executive and consultant. These settings include inpatient, outpatient, case management, psychiatric rehabilitation, supported housing, supported employment, supported education and advocacy.

Progressive Strategies provides a full range of project management, technical assistance, consultation and training services, primarily to nonprofit and public mental health and human service agencies and providers.

There is never a charge for an initial conversation to discuss a potential project.

In keeping with the social work profession's code of ethics, Mr. Beard provides some professional services each year for a significantly reduced fee or, in some cases, without charging fees of any kind. If you have financial need, ask about this to see if your project or requested service qualifies.



  • Services include program and organizational development, project management, strategic planning, retreat and meeting facilitation, and staff development/training.
  • Consultation and/or training is available in all areas of human services management, such as personnel; finances; resource development; contracting; program development; standards and accreditation compliance; board, volunteer and leadership development; risk management; media/public relations; and collaborations with other stakeholders. Mr. Beard, the former Chief Executive Officer of two nonprofit organizations, has taught nonprofit and public management at the graduate school level.
  • Consultation and/or training is also available regarding clinical and other services to adults with serious mental illness and/or accompanying psychiatric disability. Mr. Beard has many years of experience in developing, providing, supervising and consulting on a variety of clinical, rehabilitation and recovery focused services.
  • Mr. Beard has additional experience as an expert witness, curriculum developer, ethics consultant and examination question writer. Mr. Beard has served as a Lecturer and Practicum Instructor with the School of Social Work at the University of Washington and also provides clinical social work supervision and consultation in a private practice setting. He meets or exceeds the criteria of an "approved supervisor" as per WAC 246-809-334.
  • Mr. Beard is a sought after trainer and has had papers from presentations selected for publication. He is a longstanding and active member of the National Association of Social Workers, United States Psychiatric Rehabilitation Association, and the National Alliance on Mental Illness.
  • Mr. Beard is particularly interested in recovery focused/consumer driven services, psychiatric rehabilitation, social work ethics, consumer rights, benefits planning/counseling, and supervision and management in nonprofit and public human services agencies. Mr. Beard consults and/or presents on these and other topics each year.
  • Examples of Mr. Beard's work include serving as the  lead consultant/developer in the start-up of three new nonprofit organizations that provide mental health services; delivering a popular social work licensing examination preparation course several times each year; delivering numbers of other well received trainings every year on a wide variety of topics for numbers of human service providers, consumers and family members; providing leadership development trainings and/or facilitating strategic planning sessions with numbers of nonprofit boards of directors; and partnering with a diverse group of stakeholders to advance suicide prevention in Washington State.

  • In 2007, Mr. Beard was recognized by the National Alliance on Mental Illness, Washington State Chapter, as a "Hero in the Fight" award winner in the professional category. The Heroes program celebrates all who offer dignity, courage, hope and recovery to people with severe and persistent mental illness and recognizes those who provide "exemplary care and support for patients and their families".
